Sh Giriraj Halkar is working in National Documentation Centre, National Institute of Health & Family Welfare, New Delhi. Mr.Halkar holds Master of Library & Information Science, Master of Philosophy in Library Science, and also holds Certificate in Computing & Six months diploma course in French language. Mr. Halkar actively participated in various State/ National & International Level Professional Workshops, Conferences, Seminars in subject of Library Information Science, Information Communication Technology, and Digital Library. He presented and published more than 12 peer-reviewed conference papers/ articles. He served as Librarian in MVJ College of Engineering, Bangalore before joined the NIHFW. After that worked as ALIOfficer in Institute of Secretariat Training & Management, DoPT, New Delhi. He is life member of Many Library Associations i.e. ILA, MLAI, IASLIC. etc.
